BSF – Phase 1 was launched in 2005 and started as DFID’s fund for investments in basic services in primary education, primary health and water & sanitation. The Nairobi based NGO “Skills for Southern Sudan” assisted by UK based IDL group organized the first selection round (round I) in which 6 NGO’s (AMREF, CARITAS, CCM, MEDAIR, OXFAM GB, SC-US) received grants with a total size of GBP 8 million. The projects started in January 2006.

In 2006, the management of BSF was transferred to BMB Mott MacDonald. BMB MM took over the 6 contracts of round 1 and organized a second call for proposals (round 2). Contracts were signed in January 2007 with 8 NGO’s (GOAL, HASS, IRC, MERLIN, OVCI, SC-UK, TEARFUND, WORLD RELIEF) for a total amount of GBP 9 million.

Phase 1 (round 1 and round 2) was extended from its original closing date of 30 June 2008 to 31 December 2008. All projects have been closed down. Except for the grant recipients in primary health care in round I (AMREF, CCM, SC-US) and round II (GOAL, MERLIN, OVCI, TEARFUND) received an extension into Phase 2 (1 January 2009 – 30 June 2010). The TEARFUND-MEDAIR consortium was split up and MEDAIR received a separate contract.

BSF – Phase 2 started on 1 January 2009 with the contributions of DFID (UK), CIDA (Canada), MinBuza (Netherlands) and NORAD (Norway) and a size of in total GBP 21 million.

BSF – Phase 2 consists of 8 extended health projects of round 1 and 2 (Phase 1, see above) and 16 new projects, selected through the third call for proposals (round 3), which was completed in December 2008. 11 NGOs (AMA, AVSI, CMS Ireland, CONCERN Worldwide, DIOCESE OF RUMBEK, INTERMON OXFAM, IRD, OXFAM GB, OXFAM NOVIB, SWISS RED CROSS, WORLD RELIEF) signed a contract in January 2009, another 5 NGOs (HARD, IMC, MEDAIR, UMCOR, WORLD VISION) signed a contract in March 2009 after the CIDA contribution came through.

BSF - Phase 2 projects closed down in June 2010.

BSF - Phase IA
started on 1st of July 2010 and funding will end on the 31st of December 2011. BSF continues to be funded by DfID (UK), MinBuza (Netherlands) and NORAD (Norway), but now the SIDA (Sweden) and EU commission contribute towards the fund. The fund is now £37.5million.

In BSF-IA there are 38 contracts both new and extension from round 3.(round 4)
