BSF

The BSF is managed by BMB Mott MacDonald, and is accountable to the BSF Steering Committee (SC). Monitoring and evaluation of projects funded by the BSF is undertaken by the Secretariat and by peer review of BSF implementing partners. The BSF Secretariat reports progress and challenges to both the financing agencies and the SC.

Additionally, the Secretariat produces:

- Full progress reports at the end of each three-month period, with any proposed corrective action feeding into detailed work-plans for the next six-month period; and
- A final report at the end of the assignment to be approved by steering committee.

DFID will commission a review in mid-2009 to explore different options for a BSF exit/transition strategy. An independent Output to Purpose / Completion Review of the project will be commissioned in mid 2010 after consultation with partnering financing agencies to assess the BSF’s progress and to draw broader lessons from the project.
