
The BSF is managed by BMB Mott MacDonald, and is accountable to the BSF Steering Committee (SC). Monitoring and evaluation of projects funded by the BSF is undertaken by the Secretariat and by peer review of BSF implementing partners. The BSF Secretariat reports progress and challenges to both the financing agencies and the SC.
Additionally, the Secretariat produces:
- Full progress reports at the end of each three-month period, with any proposed corrective action feeding into detailed work-plans for the next six-month period; and
- A final report at the end of the assignment to be approved by steering committee.
DFID has commissioned 3 annual reviews of the BSF one in January 2008, the second in August 2009 after the 3rd extension. The 3rd review was conducted in March 2011. The reviews focus on impact, sustainability, monitoring and evaluation, lessons learned and exit/transition strategy. A final review of BSF will be conducted between 29th October to the 10th December 2012.
